The short o sound is created by raising your tongue blade about halfway while lowering the back of your tongue near the throat. Also, your lips should be rounded and your jaw lowered slightly. The short u sound is a relaxed and neutral vowel sound with your tongue low and relaxed, and your lips should also be relaxed and not rounded.
Not only do the short o and short u have different tongue and lip positions, the short o sound is usually said for a longer period of time than a short u.
